• To make &/ or repair spectacles
• To make, fit ophthalmic lenses in spectacle frames
• To perform primary vision testing with the use of mechanical devices and procedures as Autorefractometer, retinoscopy etc.
• To do primary eye testing in order to find out refractive errors & make glasses, lenses or spectacles.
• To counsel the client/ patient regarding visual aids & refractive errors
• To dispense spectacles based on needs & requirement of client
• To sell and suggest sunglasses, fashion accessories & spectacles.
• To help patient/ client to choose right frame, ophthalmic lenses, lenses.
• To explain technical features of lenses
•  Must refer client to ophthalmologist in case of any eye pathologies
• Should not prescribe ANY type of medication or perform any surgical or invasive procedure.
• Shall not do any diagnosis except that of refractive errors.
• Shall not put Dr. or Doctor in front of the name.

• Opticianary is only part of an eye care spectrum that touches life in every nook and corner of society. Optician is generally a first point of contact for eye care needs of a common person.
• Most of the times serious eye conditions are first detected at optician shop in vision testing procedure when person goes to make a spectacle or change lenses of old spectacles.
• As an Optician is present right from a village to metro city, they have a reach in length and breadth of the country or region and thus able to provide better access to primary eye care.
• Other service providers in this field are mostly present in cities, to access their services is bit expensive, time consuming and difficult for needy staying in backward or rural areas where business potential for high end services is very low.
• Looking at this scenario, the contribution of an Optician is crucial in early detection of conditions, detection and treatment of refractive errors (one of the most important causes of preventable blindness in world) and dispensing of visual aids.
• Optician, if comes across any other eye condition other than refractive errors or suspects the presence of other conditions, is the first person to suggest patient to seek Ophthalmologist’s opinion and thus helps in eradication of preventable blindness and possible handicap for a patient which otherwise remain undetected. 

This role and responsibility underlines the crucial need of certification.
